Check for appropriate parameters in public CoseKeys. This CL moves the checks added in aosp/2769283 in the default implementation of traits to the core library, as per code review comments. Test: libauthgraph_boringssl_test Change-Id: I8d8dd47f7a56a5f1963a1770e57d62926db3f196
