Upgrade cmake to 3.16 for Darwin

Built at http://fusion-qa/2a43409b-4fa3-4de7-93f3-e63e0b5fbacd

One difference here is that ninja and android.toolchain.cmake are not
included.

Users should sync from prebuilts/ninja or external/android-cmake
directly.
