Update clang-tools to ab/4830074 - This contains the change https://android-review.googlesource.com/c/platform/development/+/697548 which allows header-abi-diff to take a flag '-consider-opaque-types-different' to consider opaque types with different names, structurally different. This is useful for abi diffing for ndk libraries. Bug: 79576032 Test: 1) Create abi references for libmediandk 2) Interchange the parameters of AMediaExtractor_setDataSource 3) cherry-pick https://android-review.googlesource.com/c/platform/build/soong/+/697486 4) mm -j64 in frameworks/av/media/ndk/ -> build breaks Change-Id: I15baddd974f533eb18aa8fb0d0a3ee60756625b8
