Added disallowAppInstallation() in UserUtils class

- disallowAppInstallation() must be invoked to disallow app installation
in secondary user explicitly. Allow app installation otherwise.
- replaced executeShellCommand() calls with executeShellV2Command() to
avoid string parsing required for checking cmd failures/errors.
