Migration UI flow and notification changes:
- Diasble the App upgrade required notification (b/284308003)
- Change strings for the migration Paused notification (b/284309878)
- Change the migration pending permissions dialog action string (b/284309062)
- Remove the migration pending dialog from the settings manage permission screen (b/284309065)
