SwappyVk: fix target frame calculation In order to take into consideration the cpu time spent for a given frame, the next target frame needs to be calculated in advance as the last step of the current frame. Test: run cube sample with inflated cpu work and collected systrace Change-Id: I707dd3e313488fa1f9f1cc65a4581bb0d0bde331
