Make vulkan headers available to host libraries/binaries Cuttlefish's launcher will use Vulkan to enumerate physical devices to check for discrete GPUs as part of auto-enabling GL/VK acceleration passthrough for the virtual device. Backporting to android10-gsi to simplify acloud instance creation with gpu. ).
This scheme was adopted following the 1.1.96 Vulkan specification release.
