propagate GPU messages to concatenated trace protos Parts: * ToT perfetto_config.proto doesn't build (after re-generating it), as it's missing the GpuCounterConfig definition. * Gpu events are being stripped from the fused perfetto_trace.proto. I don't know whether we want them there, and guessed that we do. Please correct me if that's not the case. * Fix gpu proto formatting.
