metrics: Add tests for modified_rail_slices table Adds two tests, one with and one without vsyncs, that test how the absence of vsyncs causes the animation mode to be downgraded to foreground_idle. Also fixes the case where there are no vsync events which previously caused all of the animation slices to be removed with no foreground_idle slices replacing them.
