make sure xmlCtxtReadFile and htmlCtxtReadFile go through the catalog

* HTMLparser.c parser.c: make sure xmlCtxtReadFile and htmlCtxtReadFile
  go through the catalog resolution.
* gentest.py testapi.c: fix a side effect wrning of the change
