generic sys_execve()

Selected by __ARCH_WANT_SYS_EXECVE in unistd.h.  Requires
	* working current_pt_regs()
	* *NOT* doing a syscall-in-kernel kind of kernel_execve()
implementation.  Using generic kernel_execve() is fine.
